Chaminade University provides training for our campus community, including our designated Title IX team: Title IX coordinators, investigators, decision-makers, informal resolution facilitators, and others involved with implementing our Title IX policies. Some materials used to provide Title IX training to such personnel can be found below.

Training for Employees and Students

The University’s primary concern is to ensure that all students and employees are provided with safer, respectful, and inclusive learning and working environments. As an update to this commitment, all employees are required by law to complete annual training on Title IX, Clery Act/VAWA, and Chaminade University policies. Our faculty and staff complete this annual training through Vector Solutions, which includes a customized learning module pertaining to the University’s Title IX and Non-Discrimination policies and procedures, reporting protocols and resources available to our community. This training is reviewed and updated to reflect the most recent guidance from the Department of Education, applicable state laws, and best practices.

New students complete an annual online course that includes Title IX information and sex discrimination, gender-based violence, and the rights and resources available to them on campus and in the community. All student employees, peer mentors, resident life staff, and student athletes complete an in-person training session that covers all Title IX policies, reporting obligations, bystander intervention, and harm prevention. Some materials covered in these training courses may remind staff and students of troubling experiences that they (or a friend or family member) have gone through. Staff and students may stop the training at any time and access support or assistance through the University and community resources.

Community Prevention and Awareness Education

The Chaminade community is committed to offering programs year-round that continue to educate and raise awareness about dating and domestic violence, sexual assault, healthy relationships, and supportive practices for healing, recovery, and self-care. Programming also includes prevention and intervention education to help empower community members and foster a culture of respect.

Title IX Regulations Training Modules

To assist institutions of higher education working to comply with with Title IX regulations, Thompson Coburn’s Higher Education Practice has created a free, online lecture series that provides foundational training for those individuals who will be administering the Title IX process, including Title IX coordinators, investigators, advisors, hearing officers, and appeal officers. The training must cover certain, specified concepts, and institutions must post any training materials they use to their external websites, making them available to the public. Thompson Coburn’s training series has been designed specifically to assist institutions with fulfilling these requirements.

Thompson Coburn granted Chaminade University of Honolulu permission to post the following six modules on our campus Title IX Training webpage, which modules were used for training of personnel involved with the Title IX process.

Module 1: An Introduction to Managing Title IX Sexual Harassment on Campus

In the Fundamentals of the Law module, Scott Goldschmidt and Aaron Lacey provide an overview of the new Title IX rule.  Starting with a background and history of Title IX, the module details key definitions, elements of a sufficient response to “Title IX sexual harassment,” interim and supportive measures and recordkeeping requirements.

Module 2: Formal Complaints of Title IX Sexual Harassment

In the Formal Complaints module, Scott Goldschmidt and Aaron Lacey discuss the new regulation’s framework for formal complaints of Title IX sexual harassment. The module details the ten core requirements for a formal complaint process and explains the requirements regarding dismissals and consolidation of complaints.

Module 3: Title IX Investigations & Informal Resolutions

In the Investigations and Informal Resolutions module, Susan Lorenc, Scott Goldschmidt, and Aaron Lacey explain the new regulations’ requirements for investigations of formal complaints of Title IX sexual harassment. The module explores key concepts, notice requirements, confidentiality, evidence, serving impartially, issues of relevance, interviews, credibility determinations, collection and review of documentation and writing investigative reports. The module also explains the regulation’s requirements regarding informal resolutions.

Module 4: Title IX Hearings

In the Hearings module, Retired Judge Booker Shaw, Scott Goldschmidt, and Aaron Lacey, discuss the new regulation’s hearing requirements for formal complaints of Title IX sexual harassment. The module delves into key concepts, the live hearing requirement, advisors, managing cross-examination, relevance, credibility, burden of proof, evidence and legal privileges.

Module 5: Title IX Determinations

In the Determinations module, Susan Lorenc, Scott Goldschmidt, and Aaron Lacey explore the new regulation’s requirements for written determinations of responsibility following a hearing. The module covers key concepts, the format and content of determinations, organizing facts and thoughts, excluding facts in evidence, weighing facts under applicable evidentiary standards, types of evidence, effective deliberations and writing a defensible determination.

Module 6: Title IX Appeals

In the final module of the series, Retired Judge Booker Shaw, Scott Goldschmidt, and Aaron Lacey explain the new Title IX rule’s requirements for appeals. The module details key concepts, bases for appeal, drafting appeal decisions, and requirements for appeal officers.
