Chaminade University of Honolulu provides Research Security Training through the Collaborative Institutional Training Initiative (CITI Program) to meet new federal requirements.
Beginning in calendar year 2025, completion of research security training will be required as part of all federal agency proposal and award requirements. Specific implementation dates will vary by agency and will be announced once available.
What is Research Security?
Research security, as defined by the U.S. federal government, is the protection of the research enterprise from activities that may misappropriate research and development, compromise research integrity, or involve undue foreign influence (NSPM-33). At Chaminade University of Honolulu, research security means safeguarding our faculty, students, and institutional resources by protecting sensitive data, intellectual property, and federally funded projects.
Federal Requirement
As a recipient of federal research funding, Chaminade University of Honolulu is committed to the highest standards of research integrity and compliance. In alignment with National Security Presidential Memorandum 33 (NSPM-33), the CHIPS and Science Act of 2022, and evolving federal agency requirements, the University has established a Research Security Training (RST) program to safeguard federally funded research. Through this program, Chaminade advances research security measures that protect the integrity of scholarship, ensure compliance with federal requirements, and promote safe, ethical collaboration at the local, national, and international levels.
Who Needs to Complete the Training?
This requirement applies to all CUH employees who are named as:
- Principal Investigators (PIs)
- Co-Investigators (Co-PIs)
- Senior/Key Personnel on extramural proposals and awards
Failure to complete this training may affect eligibility to serve in these roles on federally funded research projects.
What is Involved in the Training?
The training is delivered through the Collaborative Institutional Training Initiative (CITI Program) and consists of a one-hour module designed to meet the federal government-wide requirement in Section 10634 of the CHIPS and Science Act of 2022 (42 U.S.C. § 19234).
The training covers the following areas:
- Cybersecurity
- Foreign travel security
- Research security
- Export control
There are two options in CITI to fulfill the requirement:
- Option 1 (Recommended): Research Security Training (Combined) (CITI ID 356681)
- Option 2: Research Security Training (4 modules: CITI ID 356682)
We strongly encourage CUH researchers to complete the Combined course for a permanent record of completion.
Deadlines and Renewal Requirements
The training must be completed annually.
The following federal agencies have established proposal-related deadlines:
- Department of Energy (DOE): May 1, 2025
- National Science Foundation (NSF): October 10, 2025
- National Institutes of Health (NIH): January 25, 2026
For all other agencies, the general deadline to complete training is January 25, 2026.
Beginning with the deadlines listed above, senior/key personnel must have completed RST within the past 12 months BEFORE proposal submission.
How to Complete the Training in CITI
To access the training, please follow the “CITI Training Instructions” found HERE.
For Step 7: Course Enrollment, please select “Research Security Training (Combined)”. When you have completed the training, please download the certificate of completion for your records.
NOTE: If you already have a CITI account, you simply need to add the course by following these steps:
- Log into your CITI Program account.
- Under Chaminade University of Honolulu, click “View Courses.”
- Scroll to “Learner Tools for Chaminade University of Honolulu” and select “Add a Course.”
- Scroll to Question 8 (“Research Security Training”) and select Research Security Training (Combined Course).
- Complete the module and download your certificate of completion for your records.
An additional optional course is also available in CITI:
