Proposal Review: How it Works
Before submission, all proposals must be thoroughly reviewed by the Office of Sponsored Programs (OSP). The OSP team will carefully examine the entire proposal to ensure it adheres to program guidelines, federal and state regulations, and University policies. They will provide feedback, including necessary revisions and suggestions to improve the proposal’s competitiveness. It is important to submit your proposal with sufficient time to allow for a comprehensive review and detailed feedback.
All proposals routed through OSP must adhere to the grant proposal and submission guidelines. Deviations from these guidelines can lead to a proposal being rejected without evaluation. Before submission, a mandatory review of all grant applications is required.
Final proposals are due to OSP at least 5 days before the sponsor deadline.
For federal grants, the Managing Director of OSP, Grants Management Director, and Grants Financial Manager serve as Chaminade University of Honolulu’s (CUH’s) Authorized Institutional Officials. Please review the action items and person(s) responsible for each task below:
- Submit the Proposal Development Form
- Who: PI/ PDs
- When: As soon as the specific grant opportunity is identified.
- Proposal Feedback
- Who: Managing Director of OSP, Director of Grant Writing, Grants Financial Manager
- When: Once Proposal Development Form is completed; ~ 8 weeks before the proposal submission deadline
- Budget Review
- Who: Grants Financial Manager
- When: Once Proposal Development Form is completed ; ~ 8 weeks before the proposal submission deadline
- Submit the External Funding Request Approval Form
- Who: PI/ PDs
- When: ~ 4 weeks – 7 business days prior to the proposal submission deadline
- Secure signatures from the Provost and the relevant School Dean or Direct Report
- Who: PI/ PDs
- When: ~ 2 weeks before the proposal submission deadline
- Final Approval
- Who: Managing Director of OSP (in consultation with the Provost)
- When: ~ 5 days before the proposal submission deadline
- Official Electronic Signing
- Who: Authorized Institutional Official
- When: ~ 5 days before the proposal submission deadline
The PI/PD oversees the project’s fiscal, programmatic, and administrative aspects. Numerous federal, state, sponsor, and institutional regulations apply to university research.
PI/PD responsibilities include:
- Research Integrity
- Ensure that all proposed, conducted, and reported work is free from falsification, plagiarism, fabrication, or any other unprofessional conduct.
- Fiscal Compliance
- Ensure that all expenditures are reasonable, comply with the terms of the award (allowable), and are appropriately allocated to the sponsored project.
- Research Compliance
- Consider legal, policy, and ethical aspects of conducting research responsibly, including requirements for export-controlled technologies, restricted data, and safeguards.
- Data Management
- Records from university research belong to CUH and must be kept for at least 3 years, or longer if required by the sponsor, journal, or patent disclosure. This includes all lab notebooks, data sets, and technical reports.
- Intellectual Property Rights
- Disclose new inventions and intellectual property, including patents, trademarks, designs, and literary or artistic works.
- Conflict of Interest (COI)
- Keep an up-to-date conflict of interest disclosure that identifies any interests in entities sponsoring, participating in, or benefiting from each project.
When submitting your proposal, ensure that the cover page and related documents contain accurate information. Sponsored proposals and awards often require various institutional signatures for acceptance by the sponsor. These signatures must be obtained before proposal submission.
